A scanned image is not an official certificate. An scanned image will have no "evidential" value as it is a .jpeg copy of the original.
A paper certified certificate on register office watermarked paper is required for official purposes, e.g. if applying for a passport, driving licence, or where required to give notice of marriage.

It is Register Office for England and Wales policy that for applications made for a Death registered within the last fifty years, that full identifying details are supplied below; this includes parents’ full names and date of event.
